  • About the Role

    eGlobalTech's rapidly growing Business Solutions Practice is looking for a CPIC and IT Governance Support Consultant to join a new project team in Alexandria, VA! This individual will be part of a larger team supporting a new client. We are looking for someone who knows how to work in a PMO, has been a part of creating and managing a yearly budget, and has great written and communication skills. This opportunity offers excellent compensation and career growth opportunities, benefit packages that include 20 days PTO, continuing education bonuses, 401K w/ 3% matching after 90 days, and paid holidays and corporate events.

    Responsibilities

    Budget Execution and Data Management

    • Development of the Fiscal Year Spend Plan/ Operating Plan
    • Management of the Budget Baseline Requests and continuous tracking against the Fiscal Year Plan
    • DIS Program and Project financial reporting in support of project managers
    • Budget and funding data management (budget allocations, spend, forward funding, etc.) for DIS and Program areas as applicable
    • Data Analysis to identify trends, develop projections, and support external reporting requirements such as IDC, Portfoliostat, and monthly IT Dashboard submissions
    • Manage the financial data in OPPM and support the identification of new requirements for continuous OPPM development to support fiscal year planning, maximize automation and align with new OMB guidance for yearly budget submissions

     

    Budget Formulation

    • Support Data Calls to include the Obligations Plan, Current Plan, Continuous Resolution, Fiscal Year Actuals and Budget Scenarios.
    • Budget Formulation analysis to include DME/SS trends, projections, and recommendations to Senior Management
    • IT Portfolio Investment lifecycle costs analyses and outyear budget forecasting and planning
    • FY proposed investment levels analysis to support decision by IT Governance bodies
    • Agency IT Portfolio Summary/ Business Cases project management, review with Senior Management/CIO/OIRM/Budget Division and submission to OMB and congress
    • IT Investment Artifacts tracking and development for submission to OMB upon request
    • Budget and justification support for OMB and Congressional Narratives

     

    IT Governance and Strategy

    • Support the development of the required processes and guidance to ensure alignment with FITARA requirements
    • IT Governance and Strategy support to CIO, management, approach development and execution. Act as a liaison between the CIO and the Division of Information Systems (DIS), sharing/presenting interests, priorities, and feedback between them.
    • Support the preparation for the meetings of the IT Governance boards. This includes the development of presentations and briefings to executive audiences.
    • Develop white papers, reports, memos, information papers, decision papers, process flows, guides, handbooks, etc. as needed to support the IT Strategy and Governance functional area and CIO.
    • Translate complex IT concepts into plain language and communicate those concepts to a variety of audiences.

    Required Qualifications

    • 12+ years of prior financial management experience in a design, development, and implementation capacity preferably in the federal sector.
    • Strong financial analysis skills to include:
      • Budget development and management
      • Developing and analyzing EACs, ETCs and Cost Variances
      • Developing and implementing financial controls
      • Analyzing budget data, trends, and variations
      • Gathering requirements and developing financial reports based on those requirements
      • Providing well-written descriptive narratives to summarize financial analysis
    • Experience in developing:
      • CPIC Guide and processes
      • Strategic Plans
      • Implementation Plans and Roadmaps
      • Responses to E-Gov external inquiries
      • Presentations tailored to various audiences
      • Research of industry best practices, white papers and strategic plans
    • Familiarity with the federal budget process and creation and support of critical investment documentation (Agency IT Portfolio Summary, Major IT Business Cases & Major IT Business Case Details)
    • Familiarity with the Technology Business Management (TBM) framework.
    • Working knowledge of leading federal IT management legislation such as the Clinger Cohen Act (ITMRA ’96), OMB A-130, and OMB A-11 is a plus.
    • Working knowledge of Earned Value Management Systems (EVMS) including analyzing contractor supplied EVM data;
    • Experience in financial management of projects, programs and IT governance activities.
    • Knowledge of the CPIC Select/Control/Evaluate processes and requirement.
    • Ability to lead stakeholders and process participants at both operational and managerial levels.
    • Experience managing small teams.
    • Self-directing with attention to detail.
    • Leadership skills, with the ability to represent the division as a budget subject matter expert and to earn the confidence of stakeholders at both operational and managerial levels.
    • Strong planning and organizational skills.
    • Excellent oral/presentation and written communications skills with the ability to work with stakeholders in implementing new processes.
    • Excellent interpersonal, process facilitation, and political skills.
    • Proficiency at translating complex IT concepts into plain language and communicating those concepts to a variety of audiences both in writing and orally.
    • Ability to synthesize information into comprehensive reports, recommendations, and presentations at a level appropriate for executives and senior managers.
    • Ability to interact professionally with a diverse group including executives, managers, developers, and subject matter experts.
    • Familiarity with the Federal budgeting process and current Administration priorities and initiatives, specifically those pertaining to IT, eGovernment, and Budget.
    • Familiarity with Federal IT and e-government requirements (e.g., OMB circulars and memoranda, legislation and Congressional drivers, GAO reporting).
    • High Proficiency with MS Office products, specifically MS Excel, Word, and PowerPoint.

    Desired Qualifications

    • Familiarity with SharePoint, MS Visio and MS Project
    • Degree/Major: BA or BS (or higher) degree in a related field such as finance and management
    • Familiarity with Oracle Primavera Portfolio Management (OPPM)
