    eGlobalTech's Proposal Team is growing and actively seeking a Senior Proposal Manager to join us at our Headquarters in Tyson’s Corner, VA. The Senior Proposal Manager will work in a dynamic, fast-paced environment and will be responsible for every phase of the proposal development process, from kick-off to submission. This includes managing the proposal schedule, all proposal volumes, working sessions, reviews, and production while being responsible for content development, strengths and discriminators, compliance, quality, process enforcement, and risk management.     • Develop, manage, and enforce the proposal schedule. This includes scheduling and running individual proposal events such as stand-up calls, working sessions, and reviews
    • Shred RFx documents to develop compliance matrices and checklists; create compliant outlines for each proposal volume based on this analysis
    • Develop and execute a content plan for each proposal volume that incorporates strategic components and provides clear guidance to contributors
    • Work with capture and account teams to define and develop proposal strategy
    • Work with capture and account teams to develop and execute capture planning
    • Work with solution architects and technical SMEs to refine and articulate solutions
    • Work with proposal contributors to write or rewrite key proposal sections as needed
    • Populate proposal volumes with administrative details as well as content identified for reuse, such as resumes, past performance, and management plans
    • Solicit inputs from back office teams such as Contracts/Legal, HR and Recruiting, and the Facility Security Officer
    • Define and execute a communication plan for teaming partners and gather their inputs
    • Assemble inputs from all contributors and prepare documents for color reviews; this includes formatting, desktop publishing, and editing for style and voice
    • Serve as a primary reviewer for proposal volumes and make strong recommendations (i.e. proposals led by another proposal manager)
    • Enforce proposal process and best practices through timely identification of problem areas; report risks and issues to senior leadership with recommended actions
    • Take specific actions to manage proposal risks and resolve issues
    • Take specific actions to improve proposal processes and organizational culture
    • Define and execute a proposal production plan that includes final document reviews, quality checks, and preparing the submission package (hard and soft copies)
    • Practice full life cycle configuration management for all proposal artifacts; develop, categorize, and maintain materials for content repositories and knowledge libraries
    • Develop proposal training materials for contributors and lead training sessions

    Required Qualifications

    • 8+ years of experience in a proposal environment
    • Strong written and oral communication skills; clearly and concisely convey complex information and salient details to proposal contributors at all levels of the organization
    • Strong organization skills and attention to detail, including the ability to define and execute a plan for each proposal event
    • Ability to maintain a calm, professional approach in a deadline-driven environment that may include tasks on multiple concurrent proposals
    • Effective interpersonal skills and a positive, can-do attitude; flexible and willing to adapt when resources, milestones, and government requirements shift
    • Strong leadership skills and the ability to inspire confidence in proposal teams through energy, proposal expertise, actionable recommendations, and constructive feedback
    • Ability to obtain consensus and communicate persuasively to diverse groups of participants and stakeholders, including making recommendations to senior leadership
    • Ability to take strong, decisive action within areas of responsibility and to delegate tasks appropriately to maximize effectiveness
    • Ability to decompose complex RFx documents into individual requirements and track them in compliance matrices and similar tools
    • Ability to design quality into the proposal and apply methods, techniques, and criteria to validate quality as the bid takes shape
    • Ability to organize requirements and individual proposal components into a working proposal outline that adheres to all RFx instructions
    • Strong understanding of proposal strategy and messaging as well as methods and techniques (e.g. storyboarding or proposal development worksheets) to integrate strategic elements into content planning and development
    • Ability to conduct working sessions for content planning and development; working knowledge of methods and techniques to elicit key information from SMEs
    • Strong understanding of full business development life cycle, including market positioning and how to qualify opportunities
    • Strong understanding of effective capture planning, including methods and techniques for gathering information and analyzing competitive position; ability to take the lead on specific capture actions and to assist with effective documentation
    • Ability to identify and assess material from content repositories and incorporate it into a working document
    • Exceptional language skills, including writing, grammar, editing, and revision; strong understanding of proposal style and voice
    • Obsessed with proposal compliance, quality, and compelling presentation of content
    • Ability to recognize problem areas, identify risks, and escalate in an appropriate and timely manner with recommended mitigation strategies
    • Intermediate or higher skills with Microsoft Word, Excel, and PowerPoint; this includes working with styles, page layout and design, color palettes, graphics, and structural elements such as master slides.
    • Understanding of content management platforms such as SharePoint and best practices for managing large numbers of files, including folder structures and version control

    Desired Qualifications

    • Shipley BD training and/or certification
    • APMP Foundations
    • Bachelor's Degree or higher in a relevant field (e.g. English, Journalism, Communications)
    • Experience with .dotx and .pptx templates
