  • About the Role

    The scope of this role is to provide program management support to one of our Federal Customers large enterprise environments. This is a highly visible program with significant opportunities for growth. The Program Manager will provide technical/management leadership on major tasks or technology assignments; establish goals and plans that meet project objectives; have domain and expert technical knowledge; direct and control activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management.


    • Manage the overall task order and ensure all contractor employees comply with DHS Headquarters OCIO requirements.
    • Act as the primary POC for all contract activities.
    • Use project management knowledge, experience and skills to integrate and/or overlap other best-industry standard methodologies and practices such as, performance management, portfolio management, problem management, process management, business management, financial management, security management, logistics management; and, information technology infrastructure library (ITIL) best practices and capability maturity model integration (CMMI) modeling in support of DHS’s IT programs and projects.
    • Serve as the primary point of contact when interacting with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and federal executives and managers.
    • Install a management, administrative, and technical team focused on proactively integrating and optimizing processes across the contract functions.
    • Appoint, supervise, and oversee management of contractor team leads and subject matter experts (SME) to directly interact with other relevant internal/external stakeholders and end-users.
    • Advocate the support of the management, administrative and technical teams to coordinate, integrate, monitor/control tasks, projects and major program activities across OCIO program offices with respective federal managers, 2nd & 3rd party contractors, subject matter experts (SMEs), and other related internal/external federal agencies.
    • Provide management oversight for multiple tasks, including Human Capital, Business Performance, Communications, and Procurement Administration.
    • Provide leadership to customer teams with indirect people-management responsibility or directly manage company and/or customer technical personnel, including assignment and monitoring of day-to-day work.
    • Manages schedules and prepares status reports.
    • Provides leadership to customer and/or company staff based on contract goals and customer/ company policy.
    • Interprets and executes operating policies and procedures that affect the project team. Recommends modifications to operating policies.
    • Subject to approval, modifies the organizational structure to achieve project goals and objectives.
    • Effectively and efficiently communicate across the organization leveraging collaboration portals.
    • Support and oversee project activities such as requirements analysis and review and documentation support as needed.
    • Responsible for timely delivery of high-quality deliverables.
    • Provide group facilitation, interviewing, training, and additional forms of knowledge transfer.
    • Provide daily supervision and direction to project teams.
    • Produce task order-wide deliverables defining requirements based on the full scope of this SOW under this task order.  
    • Develop and distribute a Program Management Plans, which include the project management approach, performance monitoring, scope, milestones, deliverables, Staffing Plan, Work Breakdown Structure, communication methodologies, budget, resource allocation, quality control, and risk management. 
    • Develop Staffing Plans outlining the Contractor staff proposed to implement program requirements and projects in under core or optional support services.  
    • Develop and distribute a monthly Staffing Roster tracking all contractor staff on-board performing work under this task order.  Ensure task and project completions are thoroughly and timely documented.
    • Coordinate with the DHS Facility Security Officer (FSO) to manage the accurate completion and submission of DHS EOD Forms and E-QIP Security Fitness Determination Forms to on-board all contractor employees anticipated to perform work under the task order.

    Required Qualifications

    • TS/SCI Clearance
    • 10+ years of experience providing program and project management support to solution planning projects in the federal sector.
    • Capable of managing multiple projects retaining deep understanding of current status, issues and risks with clear vision on execution strategy.
    • Excellent written and verbal skills.
    • Ability to gauge strengths and weaknesses of the team and delegate work efficiently ensuring balanced and effective utilization.
    • Good problem-solving skills and capable of facilitating an environment for creative thinking and innovative ideas.
    • Self-confidence and strong initiative. 
    • Able to exercise independent judgment and initiative.  
    • Able to work in a fast-paced environment.
    • Prior experience in leveraging collaboration portals such as SharePoint.
    • Bachelor’s Degree required.

    Desired Qualifications

    • Familiarity with the DHS organization, including business policies and processes, DHS financial tools, and the technical infrastructure/network environment.
    • Master's Degree
    • Active Project Management Professional (PMP) Certification a plus.
    • Information Technology Infrastructure Library (ITIL) Certification a plus.
