  • About the Role

    The ideal candidate should be able to support government-wide IT and policy transformation efforts including shared services. This position includes collaborating with senior executive leadership and multiple sub teams within a Government Agency including acquisition, finance, product, development, support etc. in order to drive business optimization, business case development, process improvement, financial monitoring and reporting, cost reduction and optimization, revenue generation, operational analysis, developing supporting policy, managing projects and addressing current technology challenges.     • Support program funding initiatives by developing executive business case, analyzing alternative solutions, conducting risk/cost/benefit analysis and developing recommendation in collaboration with program stakeholders.
    • Develop and deliver program status reports on risks, milestones, and key performance measures on monthly, quarterly and ad-hoc basis to program leadership, GSA executive management and OMB.
    • Develop and maintain financial model for programs and products, design analytics to improve operations and cost efficiency, by analyzing current and projected cost, revenue and usage trends.
    • Track and monitor program specific expenses and overall cost to ensure it’s under budget.
    • Monitor and report on ongoing usage and cost. Identify and rectify any discrepancies by collaborating with Acquisition and Finance departments.
    • Identify and share methods to reduce cost without comprising on productivity or capability, by monitoring and analyzing current usage of resources including cloud computing and other vendor products and services
    • Conduct market research, analysis and evaluation of vendor products and services from cost perspective and develop independent government cost estimates
    • Manage internal projects using Agile methodology and in collaboration with multiple sub teams
    • Provided subject matter expertise for assessment of challenges and ongoing issues with the program, governance, acquisition, administrative issues and develop mitigation strategies.
    • Analyze and document as-is and to-be business processes, identify areas of improvement and assist with implementation.
    • Draft and develop consensus on Intra-agency and Inter-agency agreements, scope of work, cost etc.
    • Assist with program compliance monitoring and reporting

    Required Qualifications

    • Bachelor’s degree in financial management or other relevant business domain
    • 8+ years’ experience in management consulting in an IT setting
    • Experience supporting IT financial management
    • Familiarity with relevant Federal IT laws, regulations, policies, and initiatives, including but not limited to Federal IT Acquisition Reform Act (FITARA) and accompanying OMB Guidance; OMB circulars related to IT (including A130, A11, etc.); the Privacy Act; Clinger-Cohen; Data Center Consolidation Initiative; Open Data Executive Order and accompanying OMB Guidance.
    • Familiarity with relevant regulations, policies, and initiatives, including but not limited to Federal Information Security Management Act (FISMA), FedRAMP, Federal Information Security Modernization Act of 2014, and Cybersecurity Strategy Implementation Plan (CSIP) for Federal Civilian agencies
    • Excellent verbal and written communication skills. Able to communicate effectively and confidently with end users, technologists, team members and executive management •
    • Excellent presentation skills, and ability to develop presentations for all levels of stakeholders
    • Possess a basic understanding and experience of governance principles and processes
    • Ability to analyze project requirements and make appropriate recommendations
    • Excellent attention to detail
    • Excellent analytical skills
    • Ability to support multiple tasks simultaneously and thrive in a fast pace environment
    • Ability to obtain Public Trust level clearance

    Desired Qualifications

    • Federal Government experience
    • Experience with IT governance life-cycle
    • Experience with Google Suite, Trello, and other Government-wide approved project management tools.
    • Technology business management (TBM) experience
