    eGlobalTech, one of the fastest growing technology consulting firms in the DMV, is looking for a Financial Management Subject Matter Expert to join a fast growing team of hard working and energetic individuals serving our federal client in Washington, DC.  This person will be responsible for supporting the full budget life-cycle process for our federal client.   This opportunity offers excellent compensation and career growth opportunities, benefit packages that include 20 days PTO, continuing education bonuses, 401K w/ 3% matching after 90 days, and paid holidays and corporate events.

    Responsibilities

    • Work with Program Offices to develop annual and multi-year program budgets and spend plans
    • Ability to build relationships with functional program managers across the OCIO Organization to meet organizational goals, budget considerations and staffing needs
    • Assisting with the management and tracking of budget and financial goals for the fiscal year
    • Performing Financial Data Analysis for program head and leads
    • Managing the process of confirming funding availability, commitment, obligation and expenditures
    • Providing support in the oversight of procurement and contracting activities to achieve desired results; monitor expenditures and use cost-benefit thinking to set priorities
    • Working with vendors and providing post award support by ensuring all equipment and services are delivered and accepted according to the specification and terms and conditions of the purchases defined by the agency
    • Coordinating with programs heads and business managers to develop manage business requirements/ business cases in support of budgets
    • Leading financial planning efforts and conducting client interviews to develop spend plans for procurement activities
    • Working with the program office budgets and spend plans in coordination with Contracting Officers Representative (COR), and contracting officer (CO) to shape acquisition strategies to meet mission needs
    • Work with Program Managers, the Office of Procurement Operations, Contracting Officers, COTRs, Budget Analysts, Funds Approver, Project Managers, Technical Directors, Executive Directors, and other agency contractors throughout the budget and acquisition life-cycle
    • Developing the acquisition Purchase Requisition (PR) and entering and tracking in PRISM
    • Leading presentations for the Program Director to discuss current financial status and forecast challenges and solutions
    • Developing briefs for CORs to outline contract pricing structures and incentive options

    Required Qualifications

    • 6-7+ years of experience with Financial management
    • Ability to work in a fast paced dynamic environment with multiple customers
    • Familiarity with the federal budget cycle ( Formulation through Execution)
    • In-depth knowledge of Oracle Federal Financial Management System (FFMS) and Purchase Request Information System (PRISM)
    • Knowledge of procurement statutes and federal acquisition regulations (FAR), contracting methods, policies, procedures and contract types, and pre- and post-award procurement actions
    • Proficient knowledge of various contract types including Firm-Fixed-Price, Cost-Plus-Fixed-Fee, and Time and Materials, and conditions for use of such contracts
    • Knowledge of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and the fair opportunity process to award Task/Delivery Orders under multiple award IDIQ contracts
    • Ability to work independently with minimal guidance provided by senior leadership
    • Advanced in MS Excel
    • Excellent verbal and written communication
    • This position requires a clearance and/or badge that involves an extensive background and credit check

    Desired Qualifications

    • Certified Government Financial Manger (CGFM) preferred
    • MBA Preferred
