  • About the Role

    • Develop acquisition Purchase Requisitions (PR) and entering and tracking in them PRISM
    • Develop and process contract closeout
    • Acquisition planning efforts and conduct client interviews to develop acquisition documentation to include: Statements of Work (SOWs), Task Orders (TOs), Inter-Agency Agreements (IAAs), Memorandums of Understanding (MOUs), Brand Name and Sole Source Justifications, Service Level Agreements (SLAs), Independent Government Cost Estimates (IGCEs), acquisition schedules, and other acquisition documentation
    • Develop contract parameters in order to create healthy competition and provide the client with the most leverage to drive contractor performance
    • Work with the program office, Contracting Officers Representative (COR), and contracting officer (CO) to shape an effective acquisition strategy to meet mission needs
    • Interface with Program Managers, the Office of Procurement Operations, Contracting Officers, COTRs, Budget Analysts, Funds Approver, Project Managers, Technical Directors, Executive Directors, and other agency contractors throughout the acquisition life-cycle
    • Developing briefs for CORs to outline contract pricing structures and incentive options
    • Responsible for the process of confirming funding obligations and confirming requisition approval/routing 
    • Assist with management and tracking of budget and financial goals for the fiscal year
    • Work with vendors and provide post award support by ensuring all equipment and services are delivered and accepted according to the specification and terms and conditions of the purchases defined by the agency

    Required Qualifications

    • 5-7+ years of experience with acquisitions management
    • In-depth knowledge of Purchase Request Information System (PRISM) and Oracle Federal Financial Management System (FFMS)
    • Knowledge of procurement statutes and federal acquisition regulations (FAR), contracting methods, policies, procedures and contract types, and pre- and post-award procurement actions
    • Knowledge of various contract types including Firm-Fixed-Price, Cost-Plus-Fixed-Fee, and Time and Materials, and conditions for use of such contracts
    • Knowledge of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and the fair opportunity process to award Task/Delivery Orders under multiple award IDIQ contracts
    • Ability to process contract closeouts
    • Proficient in Microsoft Excel
    • Excellent verbal and written communication
    • This position requires a clearance and/or badge that involves an extensive background and credit check

    Desired Qualifications

    • Active Secret or DHS clearance
