  • About the Role

    We are actively seeking an experienced proposal manager to join our proposal team.  The Proposal Manager will work in a dynamic, fast-paced environment and will be responsible for managing every phase of the proposal development process, from kick-off to submission, with minimal oversight. This process includes playing a hands-on role to ensure all components of the proposal are completed in an efficient, compliant and timely manner. 


    • Define timelines and milestones for multiple simultaneous proposal efforts and ensure adherence to those timelines.
    • Develop outlines that present a compelling, innovative, and compliant approach to developing proposals.
    • Identify proposal development risks and propose creative mitigation strategies.
    • Create proposal elements such as matrices, tables, and graphs.
    • Use library content to pre-develop executive summaries and management approaches.
    • Track proposal information such as Q&As; review and identify the changes and their impact on the proposal. Document and discuss these impacts with the team and develop innovative ideas to address them
    • Ensure past performance/resume updates are compliance with the proposal requirements and they are completed in timely manner.
    • Coordinate proposal kick off, color review and lessons learned meetings; ensure resulting action items and comments are addressed.
    • Review drafts to ensure proposal content flows, is consistent, is fully compliant, and effectively communicates a compelling technical approach.
    • Perform desktop publishing efforts to finalize proposal content.
    • Coordinate with graphic designers to ensure visually appealing graphics align to proposal content.
    • Participate in the development and review of win strategies and themes.
    • Conduct regular proposal status meetings.
    • Direct writing/editing/revision efforts; coordinate with volume leads to ensure consistency and compliance.
    • Manage communication with internal clients, including Chief Officers, Vice Presidents and other executives.
    • Liaise with contracts department to verify completion of NDAs and teaming agreements.
    • Coordinate development of pricing volumes with the pricing team.


    Required Qualifications

    • 5-8+ years of direct proposal management experience including full life-cycle proposal writing, management, and development.
    • Experience managing responses to Federal Requests for Proposals with a successful win record.
    • Experience managing a large volume of RFTOPs for various Federal Agencies.
    • Demonstrated ability to work independently and as part of a team.
    • Understanding of Federal procurement policies and practices.
    • Expert using SharePoint (or similar tool) to facilitate proposal development.
    • Outstanding attention to detail, organization and prioritization skills.
    • Demonstrated ability to apply critical thinking
    • Advanced knowledge of the Microsoft Office Suite
    • Strong desktop publishing skills in addition to strong copy and content editing skills.
    • Demonstrated knowledge and experience applying the Shipley proposal processes.
    • Proven ability to plan, produce and deliver compliant proposals in a complex environment.
    • Ability to coach writers on proposal industry best practices as well as corporate standards.
    • Proven experience in scheduling and leading proposal related meetings.
    • Excellent written and verbal communication skills.
    • Able to communicate at a senior level.
    • Demonstrated successful win rate over extended period of time.
    • Ability to work early mornings, evenings, and weekends to meet proposal milestones and deadlines.
