Enterprise Application Architect

About the Role

Under the direction of the Chief Enterprise Architecture, the Enterprise Application Architect will lead the application architectural work effort of the future employee time and attendance management transformation project representing the Enterprise Architecture practice. 


  • Develop current and future state architectural models (Business, Information, Application, Infrastructure, Integration, Security etc.), future state solution design, support solution development and ensure solution design/delivery aligned with industry standards and best practices.
  • Design the architecture of Information Systems in accordance with the e Client’s strategy and agreed solutions and practices
  • Participate in the IS Strategic Plan and associated architecture process
  • Carry out studies that allow appropriate choices for transversal solutions
  • Develop guidance for securely integrating new systems into the company's IS landscape
  • Assess the impact of new solutions on existing or planned architectures
  • Participate in defining the approach for the evolution and integration of the different business and technological components of Enterprise Information Systems
  • Monitor trends and new technologies in order to identify opportunities for the Client
  • Foster innovation to create business value
  • Coach and support teams on Enterprise Architecture practices and EA tool usage
  • Assess and communicate to the stakeholders a meaningful and usable architecture for their area of responsibility
  • Lead EA Governance & processes
  • Identify organizational requirements for the resources, structures and cultural changes necessary to support the architecture roadmap
  • Monitor and continuously improve EA maturity level (KPI definition, measurement and report)
  • EA Framework and tools (TOGAF, FEA, COBIT, ETC)
  • Implement and maintain the WMATAs EA framework and repository with the associated governance process
  • Manage standards (identification, promotion, implementation & monitoring)
  • Identify, document and share the main components of enterprise IS architecture and the inter-component relationships.

Required Qualifications

  • Knowledge and expertise in Federal Enterprise Architecture standards and practices.
  • Prior experience as an Enterprise Architect/Business Analyst supporting a federal agency.
  • Knowledge and experience in developing business metrics and KPIs to measure productivity and performance of portfolios, programs, and projects.
  • Extremely good organizational skills with the ability to streamline discussions and thought processes into clear sets of goals, objectives, action items, and outcomes.
  • Ability to interact and manage cross-functional teams and stakeholders efficiently utilizing their time to extract pertinent information and details from them and diligently documenting them.
  • Excellent analytical skills with ability to come up with new and innovative approaches to solving complex and challenging problems.
  • Very good written and verbal communication skills with the strong ability to efficiently and effectively get messages across a diverse audience.
  • Strong expertise in MS Office applications including Excel, Word, Visio, Access, PowerPoint, Project, and similar applications.
  • Knowledge and expertise in one or more EA tools such as Troux, Alfabet, Systems Architect, and similar tools is a plus.

Desired Qualifications

  • Strong system architecture, design and implementation experience with Enterprise-Wide Large Scale work force management, employee time and attendance, time planning/shift scheduling/forecasting, configurable work- flow/business rule engine, absenteeism systems such as Kronos.
  • Strong solution design and implementation experience integrating enterprise wide systems such as PeopleSoft HCM, PeopleSoft Financials, Grants Management, Transit Scheduling/Routing, COGNOS Business Intelligence etc.  
  • Experience using the Abacus Enterprise Architecture repository to document relationship of application architectures to and enterprise architecture.
  • Used service-oriented architectures to integrate more than four legacy applications or data sources across a J2EE, MS .NET, and/or legacy mainframe or mini environment.
  • Architectural experience with message-oriented middleware such as Webmethods, Websphere , Oracle Fusion
  • Experience architecting and deploying a COTS portal framework as a presentation layer for enterprise applications such as SharePoint, AcquLogic Portal or Oracle Portal
